Affordable Housing and HUD Section 811

East Bay Innovations advocates for affordable housing through the HUD Section 811 program. HUD Section 811 is a federally funded affordable-housing program administered by the U.S. Department of Housing and Urban Development. It helps adults with disabilities access safe, affordable housing that supports independent living within the community.

Know Your Rights: Reasonable Accommodations and Home Modifications

You can request a change or exception to housing rules, policies, or services to help ensure equal access to housing and housing programs. This process is called a reasonable accommodation.

Does your current home need modifications? East Bay Innovations can assist you in accomplishing your housing goals. Examples of housing modifications include:

• Stair or step replacement for a wheelchair ramp
• Bathtub replacement for a walk-in shower
• Automatic door openers
• Doorway-entry adjustments for wheelchair users
• Grab-bar installation in showers and restrooms

Housing Support Services

Independent Living Services and Supported Living Services

Supported Living Services (SLS) help adults with developmental disabilities live independently by providing personalized support based on each individual’s needs. Services may include assistance with daily living skills, personal care, meal planning, household management, health-care coordination, transportation, public benefits, housing, and finding compatible housemates. SLS also offers 24-hour emergency support for individuals who need additional assistance to live safely at home. For more information, contact Erin Hanley Friedman.

Independent Living Skills (ILS) services help adults with intellectual and developmental disabilities build the skills needed to live as independently as possible. Available by referral from the Regional Center of the East Bay, the program provides personalized training and support in housing, budgeting, nutrition, meal planning, shopping, laundry, household management and safety, community participation, health care, self-advocacy, public benefits, and emergency preparedness. Transitional Care and Case Management

Transitional Care/Case Management supports individuals as they transition to their own homes.

Enhanced Care Management (ECM)

Enhanced Care Management provides personalized care coordination to help individuals access the health-care and community services they need. Services may include:

• Finding health-care providers and scheduling medical appointments
• Understanding and managing medications
• Arranging transportation to health-care appointments
• Connecting with community resources, including housing supports and nutrition programs
• Coordinating follow-up care after a hospital stay
• Working with health-care providers, Regional Center staff, and other members of a person’s support team

California Advancing and Innovating Medi-Cal (CalAIM)

CalAIM provides enhanced care coordination and community-support services to help eligible individuals live safely and independently. Participants work with EBI case managers and Regional Center service coordinators to access community resources, improve health outcomes, and receive services that support their housing and overall well-being.

Community Supports

Housing Navigation: Helps individuals find and secure stable housing by identifying opportunities, assisting with applications and required paperwork, and connecting people with additional community resources and services.

Housing Tenancy and Sustaining Services: Helps individuals maintain stable housing after they move in, including developing positive property-management relationships, understanding lease responsibilities, resolving housing-related concerns, connecting with community resources, and building skills for long-term stability.

Frequently Asked Questions

Does a live-in aide need to provide HUD documentation?

Yes. A live-in aide must provide the required HUD documentation, including a valid government-issued ID and Social Security number, as part of the eligibility-verification process.

What is the difference between HUD Section 811 and Section 8?

Section 8 (Housing Choice Voucher): the rental voucher belongs to the individual and may be transferred to another eligible housing unit.

HUD Section 811: the rental subsidy is tied to the housing unit. If a resident moves out of a Section 811 unit, the subsidy remains with the property and does not transfer to the resident.

Can I transfer my HUD Section 811 subsidy to another property?

No. HUD Section 811 subsidies are not portable. If you move from a Section 811 unit, you would need to reapply for another eligible Section 811 housing opportunity.

Can I apply if I currently live outside of Alameda County?

Yes. You may apply if you are willing to relocate to Alameda County when housing becomes available.

Does EBI work with Regional Center case managers outside Alameda County?

No. EBI’s housing services are focused on individuals served within Alameda County and the Tri-Valley area.

Do I have to pay for EBI’s housing services?

No. EBI’s housing services are provided at no cost to eligible individuals who are Medi-Cal beneficiaries.
