Welcome to the HCBS Online Learning Toolkit, a program offered in partnership with the Regional Center of the East Bay (RCEB) and East Bay Innovations (EBI). This page provides information and resources about the training program.
The HCBS Online Training Toolkit provides self-paced online courses for agency leaders and direct support staff. Participants will learn about key HCBS requirements, person-centered strategies, and practical tools through real-world examples. Learners can also earn CEU credits upon course completion while building skills to support compliance and quality services.
*Please note that this program is not the two-day Person-Centered Thinking (PCT) training facilitated by RCEB.

How Can These Trainings Benefit My Organization?
These trainings provide staff and supervisors with practical guidance on HCBS Final Rule compliance and person-centered service delivery. Participants gain tools and strategies to help uphold the rights, choice, and independence of individuals receiving services while supporting organizational compliance requirements. Who Can Take These Trainings?
Currently, these courses are available to direct support professionals, supervisors, and leadership staff working in RCEB HCBS-funded organizations. Training seats are limited and are offered on a first-come, first-served basis. If you are from outside of RCEB’s catchment area and are interested in accessing the trainings, please reach out to traintoretain@eastbayinnovations.org for a custom quote.
How Can I Sign Up?
Complete the registration form at the bottom of this page to enroll in the program. Once registered, participants will receive access to EBI’s online learning platform, where courses will be assigned for the training cycle you are in. If registration is full, return to this page at the beginning of the next cycle to secure your spot.
If you have already registered, please use this link to log-in to your Reach360 account. Please note that you will not gain access to any training courses until you’ve officially registered using the form at the bottom of this page.
How Are the Training Courses Delivered?
All courses are completed online through EBI’s self-paced learning platform, Reach360. Learners can access training at their convenience, save their progress, and return to courses as needed until completion. Registrants can access their Reach 360 account using this link: https://training.eastbayinnovations.org/learn
What Is the Training Timeline?
To manage our system capacity, training is structured into Learning Cycles. Each cycle is a two-month period where you will have full access to all 12 courses outlined below.
Here is how it works:
- Automatic Placement: You will be placed into a learning cycle based on the date you register. Please ensure that you register only when you have time to complete the assigned training.
- Strict Seat Caps: Registration for each cycle is capped at 500 participants on a first-come, first-served basis.
- Full Cycle: If a cycle is full, please return to the registration form at the beginning of the following cycle to secure your spot.
- Deadlines: All courses within the bundle must be completed by the final day of your designated two-month cycle. You will receive email reminders as your completion deadline approaches.
Cycle 1: July 1, 2026 – August 31, 2026
Cycle 2: September 1, 2026 – October 31, 2026
Cycle 3: November 1, 2026 – December 31, 2026
Cycle 4: January 1, 2027 – February 28, 2027
Cycle 5: March 1, 2027 – April 30, 2027
Cycle 6: May 1, 2027 – June 30, 2027
If you participated in a previous cycle but need more time to complete your courses, please wait until the 10th of the following cycle to re-register. This helps ensure new participants have priority access to available seats.
Pro-tip: If you want several people in your organization to complete the training, send them the registration form and have them sign up around the same time so they are placed in the same cycle (if space permits). Organizations are encouraged to go through the training together and discuss what they learn with their teams.
After the last Learning Cycle, EBI will transition to a different model where providers can sign-up for training independently. Stay tuned for updates!
Will I Receive a Certificate and CEUs Upon Completion?
Yes. After the completion of each training course, a customized certificate will be generated and sent to learners via email. Learners must complete the form at the end of each training course to receive their certificate. If there are any issues with your certificate, please contact us at traintoretain@eastbayinnovations.org.
What new courses and resources will be added this year?
We are pleased to announce that this program will soon feature expanded resources for providers, Case Managers, clients, and their families. Stay tuned for a variety of new content, including video series, written guides, and more. In addition, courses will be made available in Spanish and Tagalog in late 2026.
